Is this unlimited internet?

No it is not unlimited internet, the device comes with an app that allows you to buy convenient data plans. Its more useful for travelling and places with poor signal, otherwise id look into a verizon mifi or something along those lines.

Will it work at either a state or federal park?

Too vague for me to answer specifically...but it has worked for us throughout the Pacific Northwest on both sides of the border. I am sure there are places were it won't work...we haven't found one yet though.

What is this injunction about selling these devices in the usa? will this device have service in the us?

It works in the USA with a sim card

Do I need to sign up for Verizon wireless or a similar service for this to work? Does it work with a laptop?

No, you don't sign up for a wireless provider. Instead, you buy data plans through the GlocalMe app on your phone. Just enough for what you need for the country you are visiting. If your laptop can connect to wifi, it can connect to this device using the SSID and password printed on the back.
