Do you have to use a harness with this or can it be used with a regular dog collar?

This should be used with a harness. If you hook it to a collar and have an accident the dogs neck could be broken.

My dog is 5 lbs & needs a smaller clip to attach to her harness

This is definitely not the clip that you want. We have a Five Month old 55lbs Puppy and he managed to stretch it far enough to get into the front seat of our Truck when we were in the Store. While it is fine for holding the Dogs, it is not adjustable small enough.

Does this work with GM seat belts?

Been using this in a Lincoln sedan, and the clip can be jerked out of the seat belt buckle with a hard pop.

beinfg that strap is 22 inches long isn't that to long if you hit the brakes hard the dog will still fall on the ground or hit the dash ? ?
