Yes you can choose a single colour on constant. You have the choice of 12 different single colour options.

Can they be used for a project that isnt in water? And also if the remotes stop working is it possible to buy a replacement remote seperately?

I really wouldn’t bother ! Half of them don’t work they send you replacements which are secondhand and when the do work if you put them in water they Rust in less than 3 months ! Total rubbish seller
