Do these cling to your clothing?

It didn’t cling to the dress I had on. Works like a slip shorts.

Do these provide tummy slimming?

Yes,these high waisted under shorts for dresses designed with lightly tummy control, slim your thighs gently.

the mesh option looks like it's not as high rise. is that true? I'm also wondering if it will still show a panty line... thank you!

Yes it is high rise. Yes it will show your panty line. But material is very soft
