Does this have the micro beads that kill fish ?

It says natural cellulose. The ones you're talking about aren't allowed since 2018, I hope they don't do them anymore.

I use it once in the morning and again in the evening.

Do u leave it on or rinse it off? If leave on for how long?

You rinse it off after massaging it in for a couple of minutes - instructions on the back say recommended for daily usage. Apply on wet face and gently massage especially the blackhead prone areas. Rinse thoroughly:)
