Can you still use the open sights when installed in a ruger 10/22?

I have to give you a very honest NO. You are suppose to be able to but the bar and the open space don't allow you to get a proper angle to do anything but make a calculated guess.

What width bases do they fit?

These rings will fit on Picitinny or Weaver rails. If you are going to mount a scope on a 22 rifle that usually have 3/8 in dovetail mounts you will have purchase a conversion rail that attaches to the dovetail and provides a Picitinny mount. I bought a 2-piece conversion mount that works really well from Amazon.

Will this mount work for a Ruger American with a Nikon Prostaff 3x9-40?

I used these mounts to Attach my BSA Sweet to a Bushmaster AR 15. Mine works great, and what I like about mine is that I can still use the iron sights.

when the locking plate is tight all the way what is the inside measure point to point , i have a 22 marlin with a built in rail tring to see if it will fit.

These fit the standard Weaver type scope mount base. If your marlin has the top grooved for a mountmade in it, it would need the 22cal tip off mount type rings. looks for rings that say for grooved receiver 22's
