Would these work as a splash guard to protect the child's clothes and shoes from their urine spray while using a public toilet?

Yes, it's perfectly protect their bodies from the urine spray or the germs on the toilet bowl. It's totally cover the bowl side due to the large area of the sheet. I recommend it to adults too.

Would these work as a splash guard to protect the child's pants and shoes from getting wet when she sprays urine?

It should. It has enough length to come down in front of the toilet and cover the space between where the seat meets the bowl.

Are these multi use or one and done?

Definitely one time use. They are made out of paper with specially coated bottom side. Great for travel.

Are the seat covers biodegradable?

I don't think so coz it's waterproof material on the sheet.
