is this a good hoop to practice with for a 6' 5" junior who plays center in high school?

This is a good quality hoop. The only issue may be that you need to add a few sandbags worth of weight on the base if he / she is going to be dunking on you a lot. Happy practicing!

how easy is it to move the goal?

It's not hard to move it at all. When it's not filled it's easier but even when filled it's fairly easy to do on your own.

What are the dimensions of the base? One person said 7 feet long, but that seems too long. Can anyone verify?

Base Dimensions are 49.5 in. x 30.5 in. x 8.2 in.

Is this an acrylic or poly-carbonate backboard?

Acrylic...and, the kids Love it! So, I'm sure adults will too.
