The original support answer is incorrect. Yes you will be able to use AFPS with encryption as long as you attach it to your local computer. You cannot attach an AFPS with encryption to your Wi-Fi router and be able to use it with Time Machine. The reason is that encryption requires a password to mount the drive so it can be used. A prompt will appear on your computer if this drive is connected directly but won't if connected to the router. Once the drive is mounted, time machine will be able to use it for backups. Search support on Apple for how to use Disk Utility to format with APFS using encryption or without. The issue isn't the drive it's the formatting schema you choose when setup your drive. If you decide you need to share this on Wi-Fi use the sharing options in Mac OS X system preferences to set privileges on the folders and not set encryption on the drive. This way you can setup Time Machine backups for different users.
