Why doesn't the water turn black when rinsed, as do the regular charcoal filters?

Because the pre-filter has no charcoal in it, its purpose is to catch larger particles such as hair and small debris. The carbon filters are used to purify the water which is why they should be rinsed prior to installation in the water fountain. They will normally release a small amount of carbon dust when initially rinsed.
