can the divider be removed and used as one big cart?

Yes, the divider can be removed from the cart for use as one large cart.

can it be kept outdoors?

Use of this product outdoors is not recommended.

Can lids be kept off seeing the do lay flush to the back when opened completely?

The lids on the cart come attached to the unit prior to assembly. The lids are attached by bent steel rods. If you could not unbend rod your only option would be to cut the rod making this a permanent alteration. I hope this answers your question.

Can the "lids/tops" be completely opened and lay flat/hidden on the back side of the cart so that the storage cart stays open without lids in air?

Unfortunately, the lids do not lay flat and hidden when opened.
