Will the single 8gb chip work with late 2011 13" Macbook Pro 2.4?

It should work fine. Even though Apple's specification says that maximum memory the late 2011 MacBook Pro 13" can take is 8GB, that model has been tested with 16GB and it works fine...which means it's perfectly capable of recognizing and using a single 8GB RAM card. This one would be fine.

What happens if i exceed maximum memory recommendations for my system? i have an macbook pro a1278 and the maximum requirement is 8 gb.

That is a tough question to answer since I do not know the physical configuration of your motherboard. Ram cards must fit into pre-existing slots. Also the pin structure on the ram card must align with slots on the motherboard. The cpu needs to be able to operate at the same speed as the ram. You might see it as a megahertz references. Also the cpu needs to be able to map to all the available ram slots in the stack for proper operation. Most likely your Mac has four ram slots with 2gb capacity each. So I am not sure if it will work, best of luck.
