Does it include installation instructions and how the hardware attaches?

It didn't come with installation instructions but it's not hard to install, as long as you match the holes on the cap with the tailgate they will snap right in. It's at the most maybe a 5 minute job.

Will this fit 2017 f350 super duty?

It fits a 2015 f-150. I don't think the f-350 has the same tailgate unless this is another model

What are the pop rivets for?

It is a complete kit for a new installation. If you’re just replacing the top piece that gets detached as you’re pulling things out of your tailgate. You won’t need to pop rivets.
