Where is this made, milton has always been made in u.s.a., are they now outsourcing to china?

I don’t know. There is no location marking on mine so it may have been on the packaging. As far as I am concerned, it is made in China. The tip is plastic, not rubber as stated. Gun has a cheap feel. Too it’s credit, I’ve had mine for a year or so and they still work, but these are not Milton of old.

Will this blow gun regulate flow?

Good question. Since I wasn't sure I went to the garage and tested it and the flow can be regulated on mine depending on how far you press the lever down. I also tested a Milton I purchased in 1964 and it is full volume or nothing.

working pressure needed?

It's a nozzle, whatever pressure you have comes out the business end when you press the trigger. I don't know the max working pressure spec if that's what you're asking.
