are these templemts transparent

No they are not transparent. They are to put under your paper. The groves grid work helps you draw straight without needing a ruler.

is this the type of pad where you can put any paper over it and when you draw, it draws a straight line due to fine grooves that guide your pen?

Yes it can be used under any normal paper thickness and works very well for graphing.
