It can but if not the best consistency for what you ate trying to achieve it takes forever to dry and you have to apply about 7 costs to even get a good nail after

How big of an area does it cover?

I’m not sure as I use it in tumbler cups. But a little goes a long way! For best results use a small air brush like for models works great I used 4 full body sprays on a 30oz tumbler! It works great very pleased that o purchased it!
