how many ounces of liquid will these hold?

Not much at all... very thin, so any liquid quickly spreads around and makes a very large wet spot - making the pad useless. I cannot use them, that is how bad they -reform. Waste of my money!

Are these pads actually 26"x36"? A few reviews say they are too small. This size is okay if it's correct. Do they soak up pee fast/normal?

Yes, the size is correct. I had to use two put together or else the pee would go right through.

do these have an attractant to cause puppy to want to use?

I use them for personal use, and I would have to say no. They have no odor at all.
