Is it standard Monopoly rules or are there unique gameplay variants to this version?

I purchased as a gift, so haven't played the game myself. I did ask the new owner and..."Same. The only difference is the property names. Same standard board with same property colors and values. Only this is the new games, circa 2005 and later generally have the tax space set at $200 without option to do 10%. Also the tax space between park place and boardwalk used to be 75$ but since about 2005, all boards are generally set at $100

Why is this item over priced?

The pieces and cards are very cute.
