Are these noodles hard and stiff or soft?

The noodles are not really head or extremely soft, they are made to support a swimmer in a pool. We have used them in our pool for years. They usually last about 6 months in the Florida heat and clorine,

do these have a hole in the center? if so, how large? I need these for making boffer swords.
