Yes it will cut PVC and anything else that gets in its way

will it cut aluminum ?

The primary intended use of the wheel is to cut ferrous metals. However, it will cut aluminum.

What kind and type saw does this work on?

Not sure they are designed for a saw. We use them on small hand held grinders.

Does this wheel fit a Ryobi angle grinder that uses 4 1/2 inch wheels?

The wheel would not have been tested by the manufacturer DEWALT with that grinder and would not be recommended for use with it.
