Q: Are these spotlights or floodlights? It says both but they have different cone angles. Spotlights have narrow cone angle and floodlights have broad.

Q: Do these lights use a mr 16 type halogen bulb? (if not what specific type of bulb is included)

It’s a halogen bulb with a G4 base. I believe it comes with a 20 W bulb but sometimes I change out to a 10 W depending on the brightness I need.
