how long does it take to boil water?

3 cups of water will boil in a small heavy bottomed stainless steel pot in about 5 minutes on the highest setting. The cook top and metal trim becomes immediately hot if plugged into electricity when the dial is in the “on” position. Wonder how I know that???

Can this be kept at a low enough temp to keep liquids just warm (~500mL at 68-C/155-F)?

I have not tried this, but I wouldn't recommend it. The base gets very hot if it's used for more than just a few minutes, and I don't think it would be safe to leave this on for an extended period. I think you'd want something that's better insulated and designed for prolonged warming.

is it a heating coil or induction cooking ?

This is a standard solid surface heating coil, not an induction type heater.
