Q: The item weighs 17 pounds, ships at 13 pounds. Helium packing bubbles?

I didn't notice the weight at shipping. That's strange! All I can say is that it does weigh 17 pounds. Maybe they wanted to see if anyone would notice. Lol

Q: What's the diameter of the hole in which the handle goes into?

It is about one inch in diameter. Any standard rake handle would fit. The metal tamper head has a hole 3/8 inch hole that you can insert a screw into if the head loosens. I used this for installing a base for a retaining wall. It worked great and is very sturdy.

Q: Will this work on pavers? I have a few left and I need to compact the sand between the pavers down

I have used this to tamp small pebbles in between paving blocks. It works fairly well, as long as you keep it parallel to the blocks. So, it should work on sand as well.
