Will it hold a fit bit ultra and keep track with it?

It holds my Fitbit one just fine and tracks, but I really feel the Fitbit works better when actually clipped to my clothes. I really only use this with my Fitbit for sleeping. I know it's not exactly helpful. Short answer:yes and probably.

Is it big enough to fit around a mans ankle?

Yes you can wear it around an ankle and in fact it is more comfortable than the wrist. It won't accommodate my cell phone but it can carry a key and cash. The fabric is strong weave but soft. Nice sturdy stitching but also sweat absorbing so use an interior baggy for bank cards.

What is the size of this item? One of the reviews indicated size differs among the colors. Has anyone else found that to be the case also?

I got 2 black ones and a pink one. The black ones seem the same size, they both fit my husband (with ID and house key for running) the pink one seems a little smaller, more like my size and can fit 2 cards and a key

It might be tight but would probably fit. My wrist is 7 inches in circumference, and the band is comfortable (not tight at all).
