Why wouldn't someone pick a more UV resistant material for outdoor use?

UV is the radiation coming from the sun. And these days break most if not all man made materials down. Causing colors to fade and eventually easily suspectable to damage.

Can the ends be melted, like nylon string, to prevent fraying?

Kevlar is a fire-retardant material. It cannot be melted at the end, over 800~900 degrees F will make it into toner.
