Can it also be used with an ipad? does it fit on any tripod? would i need anything else but a tripod, ipad, and iphone (for camera)?

Yes, fits in any tripod. No, you can't use with iPads, just mobiles and no, it's complete, you don't need anything else.

Can this be attached to a camera without a tripod, aka handheld?

I think that would be up to you. For stability to be able to read the text it seems that a tripod would be more suitable in my personal opinion.
