Yes, it is free of those things.

Q: Will this scratch your smooth stovetop?

No. I have a smooth top. Does not scratch the surface

Q: Is it 8" across the top or the actual cooking surface?

The actual cooking surface is about 10 inches

Q: Can the skillet be used in the oven ?

Not really. The problem is with the non-stick coating. I would suggest using cast iron or regular stainless steel if you intend to go from range to oven.
