How does it lock in place when stroring up?

There is 1 little tab you hang on wall. It isn't a very good solution for storage

Is this good for when door is accommodating a doggie door insert? Can it go as short as 19-21 inches?

It absolutely can be used to accommodate a doggie door. Yes can can go as short as the 19” inch. I measured it just to double check for you.

What keeps the security bar from coming down and locking me out when I go outside and close the sliding glass door behind me?

You can take it completely away from the door. It is so fabulous! The whole thing!
