unit whistles, and steam comes from under the lid, is this a malfunction?

Presuming you clean the lid assembly each time, and keep the steam vent clean; you should be golden.  Sounds like blockage...  The bubbling, boiling rice AND it's starchy steam include more fine, gummy rice stuff than some of us might be aware.  Cleaning the lid assembly often or every time ensures your Zoji measures and adjusts correctly so the rice is best quality.

If cleaning doesn't help call or write Zojirushi and if that doesn't work you might need to replace the entire unit.  Mine typically last a lifetime except for an RV fire or needing the better new innovation when they upgrade.

Question 2

At the time of this question, the 10 cup nwc-18 is $50 cheaper than the nwc-10. is there a reason not to get the bigger one for the cheaper price?

I can’t think of any reason not to get the larger unit at a lower price.  Just a couple of things to consider though.  For a small family generally 2 to 3 cups of rice a day is fine.  So the smaller unit being easier to prepare the rice for cooking or cleaning the unit.  Also it would occupy less countertop space.
