Q: what material is the lining? What material is the padding?

The exterior is a nylon shell. I'm not sure what is in the middle. The inside is a fleece lining. This is a very light weight, and warm jacket. The temperature has been in the 20's and 30's in the morning and this jacket keep me warm. The only problem I've had was going inside for a period of time, where I became too warm. I like it and am not regretting my decision to buy it.

No it's not either one because it doesn't gather at the waist it's a nice looking wear anywhere jacket in an updated style

Z, with those measurements you seem right on the ragged edge between Small and Medium. These are NOT cut skimpy and I've been buying Dickie jackets for over 15 yrs. SO, I say Small. Unless you're planning wearing heavy sweaters/sweatshirts under it. Push comes to shove you can always ret it for 1 size up.
