There's no max, it's fully adjustable.

Will this fit a 20 inch bike?

Yes but I had to fasten the front mudguard to the front forks as the extenders would not stay in place when inserted into the frame

Got them on a Carrera Vengeance that is 2 to 3 years old. They will fit most if not all mountain and hybrid bikes.
