Are these made in China?

Yes, these are made in China. It says it right on the bag.

Are these sugar free?

Yes, they are sugar free zero calories

are these gluten free?

Just as an FYI, some folks have gluten allergies so bad that gluten found in non-food items can set off a severe reaction. I had thought that gluten is found only in food, but I was corrected.

Can these be used in the tub? Has anyone tried these in the tub?

I wouldn't unless it stated that it was safe for your skin. These are supposed to dissolve slowly on the shower floor, so the scent rises with the steam to your nostrils, and are likely not designed to be skin-friendly.
