Does this work for a 2020 keystone cougar?

It depends on the model. This didn't fit on my Cougar 27SAB. Measure everything, refrigerator vebts, the size of the vents on the water heater and the furnace vents, This kit was too small for my trailer, so I had to sned it back.

Description states it has silicone around the edge no silicone came with it or on it???

Perfect Fit For My Furnace & Water Heater Vents! The Silicone Strips Add That Extra Protection! My Only Drawback Is The Two Spring Hooks For Smaller Water Heater Vent Should Have Longer Ends With Hook To Fit Over Larger Vents! Hopefully These Last & Not Rust? I Would Recommend For Keeping Bugs Out!
