Can i change the ntsc us/canada version language to spanish latin spoken and written? o r is it another region that i should buy?

As long as I'm aware you can change the language in the settings, so yes, you can change it to spanish and play it in Ragnaros

Can I just buy the physical merchandise? I already bought the epic version of Shadowlands.

You could likely find the physical stuff second hand on a site like Ebay, but buying it here is almost certainly going to include a code for the expansion itself.
