what is the length of the barrel? I'm looking for one shorter than average.

This one is not shorter than average. The length of the entire iron is 13 inches. The length of the heating element portion is 4 3/4 inches. Hope this is helpful.

Why does red light keep flasing when on?

That is just showing it is heated. (Other curling irons I have had flash when warming and then go red.--Not this one.)

Does hair have to be wet to get this to work?

I have never used the curling iron when my hair was wet. I have known curling irons to work only on dry hair.
