Can you lock both axles

Both axles cone locked from factory

What battery does it use

This one (and it comes with the charger which you also need to buy, so is better this combo), search here in amazon for : Spektrum Smart G2 Powerstage Bundle for Surface 2S, SPMXG2PS2

can it go in water and what depth?

Any depth, however, the general rule with rc (even when stated as waterproof, such as the axial scx10iii series) is that it is not a submarine! Great care should be taken after any serious water fording activity. Bearings, the grease in and around your transmission as well as the differentials are some of the many parts that won't like substantial time in water.

Does it come with a battery and charger?

No you will need to supply the battery and charger
