The shaft on the impact wrench just turns freely by hand

That’s normal. This is how impact wrench works. Basically, once you have it on the bolt, inner drive shaft will spin for a couple of seconds and then machanism will hit the „outside” shaft with high torque by locking itself on the jonit between inner and „outside” shafts and „hammer” the bolt You can look for video on YT if you want to understand better

Can I use it VW camper van

This electirc hudraulic jack has two lifting rods ,one lifting height is 155-450mm(5.9"-17.7"). another is 235-530mm(9.25"-20.8") and lifting vehile weight is 5 tons .please check your VW camper van height ,I think it can lift .

What is the actual safe lifting capacity of this Jack please.

It states 5 tonnes in the instruction manual which backs up the Amazon description. I bought 2 and have used them separately and together to lift sides and fronts of a large SUV and old Volvo estate without problems, but I doubt that's any more than 2 tonnes. That's all I can offer but I hope it helps!
