Can this be used over a concrete stAin

Yes! My husband does concrete for a living and when we did our concrete counters we sanded and stained them before putting this over it. We suggest 2 thin coats over the counters, letting them dry in between coats if possible.

Would this be adequate for a concrete candle holder?

Sure it would seal the concrete from liquid. Not sure how the porous concrete would handle molten wax. But if it’s smooth fine concrete should be ok

Will this darken, tint or change the natural cement color in anyway?

Ours did not change at all. Same concrete color and virtually no sheen. It looks just like it did before we put the seal on. We couldn't believe it, but water actually beads up on the surface with only three coats!

Can this sealer prevent scratching? I dont see anything on scratching.

I do not believe this product would prevent scratching. It is only a sealer that seals materials so they are not pos. but does not lay down a thick coat like varnish that may prevent scratches
