Does it come with a usb cord?

No USB cord but it does come with a plug and cord to plug into the wall

Mine won’t turn on with the cord or batteries I get no led light or anything ? Am I doing something wrong ?

The blue light went out first. Then the white light. I am waiting for the red to stop working too. I do not recommend this product.

Can this be set to stay on all night or will it go off after a certain amount of time?

You can leave it until the batteries die or if you do the plug when you unplug it. There isn’t a timer.
