Yes . Safe to use anywhere onbthe body including face.

Can this be used on eyelids

Hello, as with all creams if applying to the eyelids please apply a small amount at a time and be careful not to get any cream into the eye.

Can this be used as a daily facial moisturizer?

The consistency is quite thick so if you’re looking for a general moisturiser that isn’t for anything like psoriasis or eczema then I wouldn’t recommend this as a face cream as it might clog your pores

What is the percentage of oat? I read that it should be a minimum of 8% to be effective

This is effective. I bought it for my baby granddaughter and it worked. It was recommended to patients and prescribed on the NHS too.
