Will the mounting kit match up to the scubapro level bc pocket grommets?

Yep! My husband and I both have scuba pro BCDs and it fits perfectly

BCD is a Boyance Control Device or like an inflatable life jacket that controls your buoyancy underwater.

Can you put the clip upside down so the handle faces downward on a PFD?

you could flip the clip but it would not work well. The clip sits in a grove and has a small in dent on bottom to hold it to a belt. It would be better to run a belt behind the clip. There is space between the knife and clip. Tried to send picture but amazon would not accept photos. Another option would be to strap it upside down.

What width of belt will the clip fit onto?

looks like 1.75 inches, using a ruler
