Can anyone describe the scent?

I will say that one time I purchased it and it smelled a little like coconut. Not it just smells like a very dull version of it, kind of like powder. But in my opinion, the scent is not strong.

Does it work for solid blond hair? Blond hair absorbs color and moisture

It has no color so it would be fine for blonde hair

Will it hide dandruff?

No this is a dry shampoo spray that absorbs excess oil so you can skip washing your hair that day. You need to treat dandruff w special shampoo that you use in the shower. This has no color so it would not help hide any flakes
