How does this sharpen a knife if it has a polished surface?

Polished steels are one of the most popular styles, probably behind a fine or extra fine cut, especially in meat processing. Most of the time a knife is getting dull, because the edge is rolling slightly. If you have an edge you like, then you don't want to be removing a lot of metal. When working if you take your knife and run it across a polished steel a couple of times it keeps your edge straight and sharp and prevents too much rolling over, which often result in the edge actually getting damaged faster. We work with butchers and meat processing accounts, that will work all day cutting without needing to sharpen their knife, because they keep the edge straight. Fine cuts are popular as well, since they straighten, but remove a slight amount of the burs, which a polished will do as well, but some work on tough meat and the cuts in the steels actually apply a microscopic "bite" or serrated texture to the edge that will grab and cut better. In restaurants you will see regular cut and harsher steels, but if you are not good at knowing how to apply the correct pressure for the different action desired by your knife, then you do more damage than good, and some restaurants know they have inexperienced people so they get steel that works can grind the blade and get the knife fairly sharp after the edge is abused in ways that experienced users will not.
