How many 12-Packs of beer will these hold?

This will depend on your Bikes capacity for weight and your level of balance vs. Sobriety... I am speaking only for regular cans here, but at least one 12 pack will fit in each pannier, taken out of the boxes. A third will fit in the top compartment with a little room for a flask of whiskey. If you use the tie-down netting, a 4th 12 pack can ride on top, or 2 fifths of Johnny Walker Red.

I have a 2012 Fuji bike (small) 17 inch / 3.0 absolute ,for women. Will it work to carry these bags?

Most likely yes but your heels may hit bags. I had to adjust mine towards back of rack and it cleared heels.
