Is this just a tap set or a drill and tap set? Do the bits drill as well?

your video shows plug taps. not the spiral taps your trying to sell get your stuff straight??

I didn't watch the video, so I can't answer to that, but the picture shown of the spiral taps is accurate. I use them often as part of my business. Except for the 3 mm tap, I put them in a drill chuck at low speed and as of yet, haven't broken or needed to replace any. The 3 mm one I use with a tap handle because I don't believe I can stop the drill fast enough should the tap stop turning. These seem to be more rugged than more expensive ones that I have bought in the past. As with all taps, it is important to use a good cutting oil.

my other tap only goes to the end of thread. how low can this go?

They have a reduced shank as pictured, but the flute ends shortly after the threads.Theoretically you could tap a hole deeper than the threads, but you wouldn't be able to clear the chips which might cause the tap to get stuck. You wouldn't gain any fastening advantage by going deeper unless the upper threads were destroyed for some reason. If the threads need to through the material, you would want to use a spiral tap that pushes the chips down rather than up like this one. Another solution might be to thread as deep as you can and then drill a relief hole from the back of the material up to the threads.
