Q: What is the sleeve length for a Large fitting?

From the top of the sleeve just below the neck band measures 28inches and the measurement from under the arm to the cuff is 20inches. Hope this helps!

China.... not as good as the last ones I bought

I bought a large size. My son-in-law is of medium build. He says you wear them tight to the body.

Q: Are these tops good as an under shirt when running in winter cold conditions?

I purchased them for my son who is a carpenter and physically active at work. He found them very useful as they kept him warm and weren't bulky in any way, so he didn't feel restricted. They are fitted close contact tops and he wears them under a tzhirt, hood and when extremely cold a jacket. He is not a runner though so unsure how warm you would get but I feel they would be good as an under shirt.
