You only get one. Also, there are 16 different minifigures, not 15 (that's the series number)

The listing is for one single package and each package contains one single Minifigure. The number 15 refers to the series or edition. This is the 15th numbered series. The 16 refers to the number of unique Minifigures within the series.

Can you send a preference?

No, I'm sorry to say that I can't. I'm exceptionally bad at predicting which ones are in the packages and I often send them to Amazon FBA and they do not have an option for that. Best of luck though!
