Why is the inside of it clogged

It's a cork, you need it to play it. You blow from the top hole. You don't blow from the end like a normal flute. Hope that helps :)

what is the purpose of those little packets in the package? should it be able to be played without them?

There were no little packets with my flute.

A440 I believe, I tried to change it with ambiture and length, didn't do it. Good luck¡!
