Can you see through this or does it offer privacy

Yes and it does not block sun or rain it is just basic screen . So no privacy at all . But it does keep the bugs off of my porch .

What size spline is recommended for this screen?

The size of the spline depends on the width of the opening it goes into. If you have a piece of the old spline, take it with you when you buy new spline so you get the correct size. I hope this answers your question. Thank you

Will this keep out no see ums? Also is this flammable?

The description states that it is 18x16 mesh size. (number of horizontal holes) x (number of vertical holes) That stands for: "per square inch, there are 18 holes horizontally and 16 holes vertically" To block no-see-um sized insects, you need at least 20x20 (more holes per square inch means smaller holes).
