I noticed this aswell but I did a Pinterest search of the kits you can get and got some inspiration from there, you could also if you have time count all the dots and create your own pattern for them, but it definitely should come with instructions

You do use a needle so I guest it depends on the child, but I think at least 8 years and over? Its up to you and the maturity of the child and making sure they are being supervised. But this is just my opinion! Hope this helps
